Plans to knock down Tea and Tumbles on Heys Street in Thornton were submitted to the council in September.

The applicant wanted to demolish the former church currently occupied by the play area, and replace it with nine apartments, documents showed.

But this week Wyre Council refused plans to build the one and two-bedroom apartments on the land, and said it would result in the loss of a community facility.

The higher probability of flooding in the area was also noted in documents as being a reason for refusal.

Planners said: "The application site is partly in flood zones 2/3 and no evidence has been submitted to show that there are no reasonably available sites appropriate for the proposed development, in areas with a lower probability of flooding.

"This would not steer development to areas with the lowest probability of flooding, increasing the number of people at risk from flooding."

The council also stated not enough evidence was available to prove Tea and Tumbles was "financially unviable," and the development would result in the "unjustifiable loss of a community facility."
