Hide AdMoleda admitted failing to stop after an accident and failing to report it.
Hugh Pond, defending, said it had been raining and Moleda had swerved to avoid a dog which had run out into the road, but then left the scene in a panic.
“He panicked and feared the police here were like those in his homeland of Poland,” the lawyer told Blackpool magistrates.
Moleda was fined £340 and ordered to pay £119 costs by the court.
