Hide AdProsecutor, Jim Mowbray, said police saw Davey riding a Yamaha on Devonshire Road without L-plates on April 29 at 2.45pm. When stopped he smelled of cannabis and a small bag of the drug was found.
A blood test showed 10 units of cannabis in his body - two is the limit.
Peter Manning, defending, said Davey had smoked some cannabis the night before and believed when he rode his bike about 18 hours later the drug would have left his system.
His L-plate had been obscured by mud.
